CONSERVATION COMMISSION

The meeting convened at 6:10p.m.
Pyramid Network Services, Mt Wilcox – RDA – develop new and existing radio sites at the top of Mt Wilcox (D. Dempsey is the project manager)
Dave Rydelek of Pyramid Network Services, LLC came in to update the Board on the project at Mt. Wilcox. A motion was made and seconded to approve the project as an N3 subject to the following conditions; U shape hay bale silt fence in out flow, minimize vehicle trips through area.
Camp Half Moon – Pixley Rd – RDA to drill a new public supply well to serve it’s campers that would discharge +/- 5 gallons a minute into the wetland area for the duration of the pump test which is +/- 48 hours (D. Dempsey is the project manager)
Roland Dupuis, PE, of D3 Engineering, Inc, representative for the Camp came in to present the project. The camp is looking to upgrade their water supply so that they can extend their camp operation times. The applicant placed meters on their wells and took readings in the morning and evening and found that they were using an average of 900 gallons a day with a maximum of 1600 gallons. The applicant proposes to dump an estimated 5,000 gals/day for 2 days into an adjacent wetland through a filtering system to disperse the water. A motion was made and seconded to approve the project as an N2.
For Discussion:
1. Mail was reviewed.
2. Minutes from 3.10.08 were approved as written.
3. Scott Jervas, Mr. Carnease? And a woman I didn’t get her name came in to speak with the Board about creating a new basketball court near the baseball field in memory of a recently deceased Monterey resident that enjoyed playing basketball there. Moving the court would create additional parking spaces. This would be done through the Monterey Parks Department. Scott just wanted to know what would be required to submit to the Town. The Commission informed Scott that he is welcome to look at the existing files during business hours to see where the existing wetlands lines are. Once a plan and specs are available the applicant would need to file with the Conservation Commission. An RDA would be required if the work was in the buffer zone, an NOI
would be needed if within the resource (the Conservation Commission anticipates that it might be a NOI since it would change the resource).
4. Rothschild at 4 Brewer Circle; Rick Andrus stated that it appears that the pile has been moved and then covered. Chris noted that the applicant did not call him when this was done as requested so that a site inspection could be made. Judy Bach will inspect the site to check the status.
5. The Board reviewed the requested reports for 18 Woodland Dr; Kamenstein.
6. The Board reviewed the Special Permit application for Robert Johnson of 2 Elephant Rock Rd and responded to the ZBA with the following: the proposed project does not appear to fall under the jurisdiction of the Wetlands Protection Act regulations however, there is a possibility that the slope of this site require that the applicant file with the Commission under the Scenic Mountains Act (the information provided did not allow the Commission to make a definitive determination). It is unlikely that the Commission would prohibit the project if it were to fall under the Scenic Mountains Act however, conditions may be placed on the project or modifications may be requested.
7. The Board reviewed the Special Permit application for Doug and Julie Neu of 9 Bidwell Rd and responded to the ZBA with the following: the Board noted that the applicants have come before the Board under an RDA filing to present the facts. At our March meeting we issued a negative determination to the Neu’s project as their proposal does not fall under our jurisdiction.
8. The Board reviewed the outcome of their site visit with the Engineers of the project at KSAMass, LLC at 25 Deerwood Park Circle. The Board had received several complaints about large amounts of cutting and work being done in or near the Lake.
